The Associated Press called Florida's Amendment 1 (Budget Stabilization Fund) as failing at 10:10 PM ET. With about 99% counted, No has 4,594,494 votes and Yes 3,151,999, about 40.7% Yes (AP via NYT). Florida constitutional amendments need 60% to pass.

Earlier tonight, AP called Amendment 3, a bigger homestead tax exemption, as passing with 62%.
