President Trump told Prime Minister Benjamin Netanyahu in a Thursday phone call that he wants Israel to take steps to implement Trump's Gaza peace plan, Axios reporter Barak Ravid reported Sunday, citing two sources with knowledge of the matter.
The roadmap calls for disarming Hamas, demilitarizing Gaza and transferring governing responsibility to a Palestinian technocratic government. Ravid reported the plan has been on hold for months because of Israel's Oct. 27 election; the Trump administration did not want implementation to become a campaign issue. Trump endorsed Netanyahu shortly before the vote. Now that the election is over, Ravid's sources said, the president wants to move ahead whether Netanyahu or his opposition forms the next government.
Secretary of State Marco Rubio, Jared Kushner and envoy Steve Witkoff also joined the call, which Netanyahu initiated. A source described it as constructive and said it also addressed the war in Iran. The White House and the prime minister's office did not immediately comment.
According to Ravid, Trump's Board of Peace reached a 15-point agreement with Hamas in July on disarming armed groups in Gaza and transferring civilian and security control. Kushner told Netanyahu in August that Hamas had, for the first time, agreed to disarm and urged him to test whether that pledge was real. Netanyahu remains deeply skeptical, arguing Hamas is reconstituting and rearming.
A U.S. official told Axios reconstruction would begin only after progress in disarming Hamas had been verified. "The implementation will be difficult but we believe it is a good plan for Israel. Nevertheless we can't do it with one hand tied behind our back," the official said. "We want to move forward collaboratively and we need full cooperation and partnership from the Israeli government."
The day after the call, Board of Peace member Tony Blair met Netanyahu and Gadi Eisenkot, who has since been tasked with trying to form a government, and urged Israeli leaders to give the plan a chance, a source told Axios.
