Trump aides have spent months identifying executive actions on immigration, tariffs, housing costs and federal spending that could move forward without Congress if Democrats take control, Reuters reported, citing a White House official and two people familiar with the plans.
White House spokeswoman Lauren Bis pushed back on the prospect of Republican losses, saying the administration and "commonsense Republicans" will keep delivering for Americans.
